OCTOBER 2008/2009
A. The office staff is not authorized to issue interpretations to Ontario Indoor Soccer League (hereinafter referred to as the “League” or the “O.I.S.L.”) Rules and Regulations or to waive disciplinary fines in contravention of League Rules and Regulations without the consent of the League Executive. Excuses for non-compliance of League Rules and Regulations, including failure to appear for scheduled discipline hearings, will not be accepted unless previously authorized in writing by the League Executive.
B. The Executive of the League at their Executive Meeting may modify, add or delete any Rules or Regulations for the better of the League. The club will be notified within 14 days of any changes.
C. In any matter not covered under the League Constitution and Rules and Regulations, the O.S.A. Constitution and Player Policies and Procedures provisions shall govern.
D. Wherever within this Constitution/ Rules & Regulations the masculine term is used, it is deemed
to be in the feminine if such would apply at the time.
The Administrators and Team Officials must conduct themselves in such a manner as to set an example that if followed, would enable every player to be a credit to the game.
A. The annual League fee will be determined by the AGM of each year by the Executive
Committee and paid to the League on or before the first game played in the current season.
B. The League fee structure, see Appendix “A”.
2.1 For League standing purposes, three points shall be awarded for a win, one point for a
tie and zero points for a loss.
Playing day(s) will be as follows:
Saturday 7:00 AM to 1:00AM
Sunday 8:00 AM to 8:00 PM (if available)
2.2 The League Champion shall be the team which accumulates the greatest number of points, based on the formula of three (3) points for a win and one (1) point for a tie, in all games provided for by the OISL schedule of that age group.
2.3 In the event of a tie for first place between two or more teams at the end of regular season, the following criteria will be used to determine the League winner.
l. If two teams tie for first place, a game shall be played including overtime, which will be maximum five minutes per half will break the tie; if still tied, penalty kicks per FIFA Law Rules will be taken.
Il. If three or more teams tie for first place, a round robin will be played and each game must have a
winner, as per Rule “2.3 (l)” and the team with most points will be declared the champion. If the teams are still tied in points the team with the best goal difference (goal plus against goal minus) will be declared the winner.
III. If still tied penalty kicks as per FIFA Rules
3.1 A Club team for ages 11 and up may register a maximum of 18 players on each team.
3.2 Teams age 10 and under will register only 14 players maximum.
3.3 Each team for ages 11 and up may dress a maximum of 18 players for a game, for ages 10 and under only 14 players for a game may dress.
3.4 A Club must notify the League in writing, within seven (7) days, of any change in team officials and will provide the OISL with a team roster with players and officials signatures.
3.5 All players must be registered with their Association as per OSA Rules and Regulations and must abide by them.
Player Rules
4.1 Player(s) playing for a team (club) in the O.I.S.L. shall not be permitted after January 31 to transfer or play for another team (club) in the OISL in the playing season.
4.2 Trial or Temporary permits shall not be permitted after February 15 in the playing season.
4.3 Only players dressed to play, and on the game sheet, shall be allowed on the bench.
4.4 A player shall not be registered with two teams in the O.I.S.L.
4.5 A team shall not play more than three players in a game from a lower division from the same club and maximum of eight games. Teams may not exchange players if they are playing in the same division.
4.6 All players on a team must be in possession of a valid O.S.A. player registration book to be eligible to play. Their books will be given to the Assistant Referee/Timekeeper and s/he will verify the game sheet against the player’s books. Players under suspension are not allowed on the game sheet or on the player’s bench.
4.7 In the event of an altercation on the field of play and anyone from the bench entering the field of play during this altercation, upon report from the referee of such an infraction there will be a fine as per Appendix “A” assessed against the team.
4.8 Teams failing to comply with League Rules and Regulations are subject to fines and/or disciplinary action. Team and Club Officials will be notified in writing of any fines levied as per Appendix “A” and/or disciplinary action will be taken.
Home Team Responsibilities
5.1 All coaches must have Community Coaching Certification Program Youth II or better Certification.
5.2 Team officials I.D. Books must be presented to the Referee/ Assistant Referee/Timekeeper 15 minutes before the start of the game. The books will be returned after the game is completed.
5.3 A maximum of four registered team officials are permitted to sit on the bench during the game and their names must be recorded on the game sheet.
5.4 Team officials are not permitted to enter the field of play, unless invited by the referee.
5.5a For 6-a-side: The referee shall start the game at the scheduled kick-off time. If one or both teams have less than four (4) players, then a five minute grace shall be allowed, see Appendix “A”.
5.5b For 11-a-side: The referee shall start the game at the scheduled kick-off time. If one or both teams have less than seven (7) players, then a five minute grace shall be allowed, see Appendix “A”.
5.6 In the event a team fails to show to their scheduled game, the game shall be awarded to the opposing team as a 3-0 win and disciplinary action shall be taken, see Appendix “A”.
5.7 Requests for the rescheduling of games shall not be entertained after the start of the playing season.
5.8 Game balls shall be the responsibility of the home team.
5.9 Homes teams shall change to an alternate uniform if team colors conflict, provided the away team plays in their registered primary colors.
5.10a For 6-a-side: Each game shall consist of two equal halves of 25 minutes each, with a 3 minute interval between the halves. In the event of a delay in the kick-off of a game, the referee may shorten each half to not less than 15 minutes per half.
5.10b For 11-a-side: Each game shall consist of two equal halves of 30 minutes each, with a 2 minute interval between the halves. In the event of a delay in the kick-off of a game, the referee may shorten each half to not less than 20 minutes per half.
5.11 In the event a game is abandoned because of fan interference, or the referee is concerned for the safety of any person's) in the facility in continuing the game, the League shall decide the result of the game, which may include rescheduling the game.
5.12 Protests may only be made by a team official involved in the game and shall be made in writing within 24 hours of the end of the game to League Headquarters. It shall be accompanied by the protest fee as per Appendix “A”. This fee shall be refunded in the event the protest is upheld.
5.13 The Club is responsible for all the players and officials on their team, for Team supporters at all times on and off the field, and shall conduct themselves in a manner in accordance with the Rules of Conduct as set out by the O.S.A. and the League. All team officials shall confine themselves to the bench area along with the players.
5.14 The players’ bench shall be deemed to be an area designated by the League. Only players and Team Officials entered on the game sheet are allowed on the bench.
5.15 Rules for 11-a-side Indoor Soccer
All rules will be played in accordance with the OSA's and OISL's Playing Rules For Indoor Soccer except for the following:
1.1 Field Dimensions (the same as outdoor game)
1.3 Goal Area (the same as outdoor game)
1.4 Penalty Area (the same as outdoor game)
1.6 Goal Sizes (the same as outdoor game)
11 Offsides (the same as outdoor game)
15 Kick-In (the same as outdoor game-i.e., throw-in)
Referee and Timekeeper
6.1 The team official must present the Player Registration Books of all players dressed for the game with the game sheet and the correct officiating fee, in cash, for the Time Keeper/Assistant Referee and Referee prior to the commencement of the game.
6.2 The Team Official is responsible for obtaining the Player Registration Books from the Timekeeper at the end of the game.
6.3 The Referee is responsible for sending completed game sheets and other official paperwork to the League Headquarters within forty-eight (48) hours of the end of the game.
Referees, Assistant Referees and Time Keepers shall wear proper attire as per F.I.F.A. rules.
6.4a Provincial Division (Level 1)
For 6-a-side: The Referee must be level 3 or better; the Time Keeper must be level 3 or better.
If the referee is not present at kick off time for a Provincial division (Level 1) game, the Time Keeper, if present, shall start and referee the game.
6.4b Provincial Division (Level 1)
For 11-a-side: The Referee must be level 2 or better; the Assistant Referee must be level 3 or better.
If the referee is not present at kick off time for a Provincial division (Level 1) game, the Assistant Referee, if present, shall start and referee the game.
6.5 a Regional(Level 3)/Multi-Jurisdictional Division(Level 4)
6-a-side: The Referee and Time Keeper must be level 3 or better and must be a minimum of 16 years of age. A 2 year plus (+) age difference must exist between the Referee and the age group of the players.
6.5b Regional(Level 3)
11-a-side: The Referee must be level 2 or better and Assistant Referee must be level 3 or better and must be a minimum of 16 years of age. A 2 year plus (+) age difference must exist between the Referee and the age group of the players.
6.6a 6-a-side: The Referee or Time Keeper shall not officiate more than 2 consecutive games. An official may not Referee or Time Keep more than 4 games on any given day.
6.6b 11-a-side: The Referee shall not officiate more than 1 game. An official may not Referee or be an Assistant Referee for more than 3 games on any given day.
League Play Off Cup (If Applicable)
7.1 Ontario Cup Rules and Regulations will be used for players registration and eligibility.
7.2 If game is tied after regular time, penalty kicks as per FIFA law will apply.
7.3 Each player is cup tied to one team only. (First cup game played)
Discipline
8.1 The League Discipline Committee shall handle all discipline matters and protests (except appeals).
8.2 All scheduled hearing dates will be Fridays. All discipline will be held as DBR (Discipline By Review) All DBH (Discipline By Hearing), will be held if requested within forty-eight (48) hours of the end of the game. Automatic game's) or time suspension will be applied to the players or coaches as per O.S.A. and League Policies and Procedures.
8.3 Discipline, in the case of alleged referee assault, will be handled by the district association in which the player or team officials is registered. The Accused is automatically suspended from all soccer related activity, as per O.S.A. Rules, until the case has been disposed of.
8.4 All discipline reports must be submitted along with the game sheet within twenty-four (24) hours of the game completion to the Ontario Indoor Soccer League office.
8.5 The team official, who for whatever reason during a game, pulls his team off the field may be subject to disciplinary action depending on League Discipline Committee findings.
8.6 Any club/team official's) charged with playing an ineligible player in a game sanctioned by the League will be subject to a disciplinary hearing. Upon being found guilty, the team will forfeit all points of the games in which the ineligible player participated and will be fined as per Appendix “A”.
8.7 Clubs/team official's) will be held responsible if a game is abandoned because of the actions of its players, officials or spectators, subject to a disciplinary hearing, depending on the findings, and will be fined as per Appendix “A” if found guilty.
8.8 Ineligible Player
An Ineligible player is a player who:
a) Not registered under OSA Policies and Procedures
b) Registered under a false name.
c) Under discipline suspension
d) Played under different name (used card from another player)
e) As per rule 4.6
f) Player played without OSA Registration book
8.9 Game Sheets
a) Players entered in game sheets deemed to have played (signature of Team Officials verify Players eligibility)
b) Players name entered in the game sheet (s) in error but did not play/participated in the game the Club/Team will be automatically be fined as per Appendix "A", A discipline hearing will be held in all cases to verify player participation. Team official (s) and players must appear and be present at the hearing. If found Guilty OSA and OISL Rules will apply per Appendix "A".
Protests
9.1 Protests based on decisions of the referee’s will not be acknowledged as per OSA and FIFA Rules.
9.2 Protests will be handled as per O.S.A. and League Policies and Procedures.
9.3 Protests may only be made by a team official involved in the game and shall be made in writing within 24 hours of the end of the game to League Headquarters. It shall be accompanied by the protest fee as per Appendix “A”. This fee shall be refunded, less administrative fee in the event the protest is upheld.
Appeals
10.1 Any discipline hearing decision of the League may be appealed to the O.S.A. League Management Committee at the following address along with the required appeal fee.

APPENDIX “B”
Discipline Procedures
Discipline action
shall be taken in accordance with O.S.A. and League Discipline Policy and
Procedures the following guidelines will apply:

Will be dealt with a
Discipline by Review where the Player doesn’t have to appear to the hearing,
but he can request a hearing if he wishes to do so within forty eight (48)
hours of the end of the game, (weekend excluded). The exception is (F) where
there is no appeal. The request shall be
in a form of a request for a hearing together with the fifty dollars ($50.00)
hearing fee. Cases are dealt on a first come first serve basis. Anyone representing
an accused must provide the player’s card and signed proxy from the Accused
before being allowed to participate at the hearing.
An Accused may choose
to be accompanied by another adult who may act as an adviser. An adviser may not act as a witness nor
provide any testimony at the Discipline Hearing. An Accused person less than eighteen (18)
years of age must be accompanied by an adult.
The OSA Player Book must be presented before the start of the hearing,
if no card is presented the hearing will not proceed.
Discipline By Hearing (DBH)
A Player dismissed
because of a red card: he must request a hearing and must appear at the hearing
the next Friday of the week following the dismissal. If this player does not
appear, he is suspended immediately from all soccer activities until he
requests and attends a new hearing designated by the League with a new date.
Fee for a hearing (as per Appendix “A”) and an OSA Player Book must be
presented before a hearing proceeds. If a player’s card is not presented, the
hearing will not proceed.

Each club will
post a Discipline bond of two hundred dollars ($200.00) at the time League
final fees are due. This bond will be reduced with a hearing fee imposed on each
player by the Discipline Board. If the Player is found not guilty, no fees will
be deducted from the bond.
2.
If the Club
bond money is reduced to thirty percent (30%) of the initial sum, additional
funds must be sent to the League within fourteen (14) Days of a notice sent to
the Club. A report from the Discipline board will be sent to the club every
thirty (30) days if necessary.
3.
The Executive
may request an additional amount from any clubs who have had excessive amounts
of Discipline in the previous season.
4.
The Ontario
Indoor
Miscellaneous
All suspensions for
the indoor season will be by game numbers (example game #4321, #456) and the
player is suspended for those games only. The game numbers will be entered in
his player ID book by ether the District Association in the cases handled by
Discipline by Review or by the Ontario Indoor
Scheduled Hearing Dates
All Discipline shall
start the 1st Friday of the month of the starting season and shall
end with the last Friday of the month of the ending indoor season. All hearings shall be in accordance of OSA
and O.I.S.L. Policies and Procedures. The accused must follow the guidelines of
O.I.S.L. regarding Dismissals and Special Incidents reports. If not followed, the accused person shall be
notified and further disciplinary action may be taken.

In all cases of an
alleged Referee Assault, the Player and/or Team Official is suspended on
